How to inspect a car in Finland and plan export registration, a delivery address for the plates, the tax refund, transport and registration in Poland.
Finland is not a country for a spontaneous purchase on a Saturday morning. Export registration needs to be planned, the plates are delivered, and the authority may have an outage or longer processing time. Anyone who buys a car before knowing where the plates will arrive and when it may leave is financing the vehicle’s storage without a certain collection date.

Export registration starts with insurance and an application
Traficom requires a vehicle intended for export to have valid Finnish motor liability insurance. A car that has not been registered in Finland may need a registration inspection. For an ordinary used or temporarily deregistered car, export-registration validity is determined by the time needed for the transfer and the destination.
One practical peculiarity is that the plates are delivered to a Finnish address. Before buying, you therefore need the real address of the seller, dealer or a trusted representative and a clear handover plan. Do not schedule your flight on the basis of an estimate until the plates are physically ready.
The Finnish tax refund has a different process owner from Polish excise duty
Part of the Finnish car tax may be refunded on permanent export if the conditions are met. The application is made after export, and the official deadline is short. The vehicle must meet conditions concerning age, roadworthiness, ownership and the minimum refund.
The seller and buyer must determine who receives the refund and which documents will prove it. Polish excise duty is paid independently. In the calculation, create two separate flows of money and do not use a generic “tax bonus” line.
Inspect a Nordic car without stereotypes
A Finnish car may have a meticulous service history, but it may also have experienced severe winters, salt, gravel and cold starts. The technician must inspect the underbody, brake lines, sills, protective covers, front-end paint, windscreen, battery, heating and air conditioning in detail.
For an EV, traction-battery diagnostics, the charging connector, thermal management and an actual charging test are important. A low winter range in the owner’s account is not in itself proof of degradation. You need measurements and temperature context.
Transport from Finland is part of the product
The route may include a ferry across the Baltic Sea or a longer journey through Sweden. For each option, calculate the time, cabin, fuel, tolls, insurance and export-registration validity. A professional carrier may issue proof that is also useful for the Finnish tax refund.
Transport is safer for a car with an uncertain underbody or battery. A long journey is not an appropriate first diagnostic test for a newly purchased car.
The final Polish administrative stretch
Crossing the Polish border does not make the car administratively ready. A used car from the EU is generally not subject to customs duty, but the buyer must settle Polish excise duty, registration and insurance, as well as a technical inspection or translations where necessary. The AKC-US declaration is normally filed within 14 days of the tax liability arising, and the tax is paid within 30 days. An application to register a car imported from another EU Member State must be filed within 30 days of import.
VAT cannot be determined merely from the fact that a car is advertised as used. Under EU rules, a car is new if it has no more than 6,000 km on the clock or was supplied within six months of first registration. It is considered used only when both opposite conditions are met. For a dealer invoice, the VAT scheme applied also matters. Proof of Polish registration may be needed for Finnish export or tax documentation. Agree a secure way to provide a copy in the contract.
A Polish administrative step cannot rescue a missing document from Finland. Before paying, check that the proof of purchase, foreign registration, any deregistration confirmation and technical documentation form a continuous chain for a single VIN.
The most common logistical traps
There is no Finnish delivery address for the plates. The insurance starts only after the planned departure. The export registration is shorter than the actual journey. The seller expects a tax refund but does not know who will submit the application within 30 days. Or the car is being purchased just before an official processing interruption. All of these points can be resolved, but not after payment.
