An Austrian car may initially appear more expensive than the same car in Germany. However, two price tags may not include the same things. One may include Austrian NoVA, another may already account for export, and a third may be a dealer's net offer conditional on proof of registration in Poland. Unless the price is broken down, the buyer is comparing figures that are not comparable.

Ask the seller four questions about the price
Ask whether the price is the gross price for an Austrian customer or an export price, whether it includes NoVA, and whether the seller expects to receive a later refund. The answer must be included in a written offer, not given only over the phone. When dealing with a dealer, also check the VAT treatment and the conditions for any refund of a secured amount after registration in Poland.
NoVA is Austria's registration tax. When a vehicle is permanently exported, there may be a right to a partial tax refund if the statutory conditions are met. The Pickerl answers a different question from a pre-purchase inspection
The Austrian periodic inspection under Section 57a is known as the Pickerl. It confirms statutory roadworthiness within a defined scope and period. Austrian automobile clubs themselves distinguish the Pickerl from the broader Kaufüberprüfung or Kauftest, which also considers future faults and previous damage.
The buyer should therefore ask for the Pickerl report, service history and a physical inspection. The technician should examine the paint, structural components, underbody, brakes, steering, engine, transmission and electronics, as well as the car's behaviour on a road test. For cars used in mountainous areas, it is worth assessing the brakes, clutch, all-wheel-drive system and uneven tyre wear particularly carefully.
Arrange transfer plates before signing
Austrian Überstellungskennzeichen are issued for a limited period, typically from a few days to a few weeks under the current rules. You need registration, documents and insurance, and often the cooperation of a local office or dealer. Check whether the quoted price includes the plates, insurance, administrative fee and any commission.
If the seller claims that their ordinary plates are sufficient, ask for the precise legal and insurance arrangement. Liability may change after ownership is transferred, and a standard Austrian insurance policy may not cover the new Polish owner's journey.
How to assess the economics of an Austrian car
Your comparison should contain at least six lines: purchase price, the effect of NoVA, export administration, transport, expected repairs, and Polish taxes and registration. Add a reserve for the items identified during the inspection. A higher-priced car with a clean underbody may be cheaper than a low-priced offer that needs brakes, tyres and an all-wheel-drive service.
In the report, separate repairs required before driving, servicing due within six months, and cosmetic work. Only then will the negotiation be supported by specific findings.
Polish steps after the Austrian export
The car is not administratively ready simply because it has crossed the Polish border. Customs duty is generally not due on a used car from the EU, but the buyer must deal with Polish excise duty, registration, insurance and, where applicable, a technical inspection or translations. The AKC-US declaration is normally filed within 14 days of the tax liability arising, and the tax is paid within 30 days. An application to register a car imported from an EU Member State must be submitted within 30 days of import.
VAT cannot be determined merely from the fact that the car is described as used in an advert. Under EU rules, a vehicle is new if it has travelled no more than 6,000 km or was supplied within six months of first registration. It is used only when both opposite conditions are met. For a dealer invoice, the VAT scheme applied also matters. If the transaction includes a NoVA refund or secured VAT amount, the contract should specify which Polish document triggers the refund, to whom it must be sent, and when the seller must return the money.
A Polish administrative step cannot make up for a missing Austrian document. Before paying, therefore, check that the purchase document, foreign registration certificate, any deregistration confirmation and the technical records form an unbroken chain for a single VIN.
Situations in which the price cannot be treated as final
The seller cannot say whether NoVA is included in the price. The export discount exists only as a verbal promise. The invoice is to be issued only after collection. The Pickerl is recent, but the seller refuses to allow the car onto a lift. Or the buyer is expected to pay the full gross amount without a written refund mechanism. In such a situation, the problem is not only the price but also whether the arrangement can be enforced.
