How to inspect and buy a car in Luxembourg, notify SNCA of the sale, obtain an export document, transport the car and register it in Poland.

Luxembourg gives the impression of having polished administration. That is precisely why a buyer may underestimate the timing. The seller has only a few working days to report the sale and deregister the vehicle. If the handover takes place on a Friday afternoon without a prepared form, a short car-buying trip may end in a wait until the following week.

Start with the timeline, not the advert

Guichet.lu states that the sale and deregistration must be reported within a short working-day deadline. Before travelling, confirm the SNCA appointment with the seller, establish who keeps the original plates, how the export certificate will be issued and whether everything can be completed before the planned collection.

Record the exact handover time, mileage, list of documents and responsibility for reporting the sale in the contract. Luxembourg uses French, German and Luxembourgish, so verify the function of each form, not just its name.

The document pack must be complete and original

The buyer needs the registration document, proof of ownership, technical documentation and export confirmation appropriate to the chosen procedure. For a company car, verify who is authorised to bind the company. For a leased or fleet vehicle, check that the seller has the right to sell it.

Cars in Luxembourg often have an international history. Ask where the car was first registered, whether it entered the country as a new vehicle and what records exist from before its Luxembourg registration.

Low mileage is not automatically a bargain

A Luxembourg car may have low mileage, but short urban journeys and heavy traffic place strain on the brakes, clutch, battery and emissions systems. On premium cars, check the air suspension, electronic equipment, driver-assistance systems and expensive adaptive components.

The technician must inspect the paint, bodywork, underbody, tyres, brakes, engine, transmission and diagnostics, and conduct a road test. For a company car, compare the interior and service history with the declared use.

An export certificate is not the same as transit insurance

SNCA may issue an export document for a specified fee. The certificate alone does not determine which plates and insurance the car can use to travel to Poland. Choose temporary registration, transport on a carrier or another legal arrangement in advance.

Also check office opening hours and whether an appointment is required. For a more expensive car, professional transport is often cheaper than another night, new flights and a repeat journey.

Polish obligations after import

Crossing the Polish border does not make the car administratively ready. A used car from the EU is generally not subject to customs duty, but the buyer must settle Polish excise duty, registration and insurance, as well as a technical inspection or translations where necessary. The AKC-US declaration is normally filed within 14 days of the tax liability arising, and the tax is paid within 30 days. An application to register a car imported from another EU Member State must be filed within 30 days of import.

VAT cannot be determined merely from the fact that a car is advertised as used. Under EU rules, a car is new if it has no more than 6,000 km on the clock or was supplied within six months of first registration. It is considered used only when both opposite conditions are met. For a dealer invoice, the VAT scheme applied also matters. A multilingual Luxembourg document does not automatically need to be translated in full. Confirm the required scope with the specific Polish authority and translate only what is actually required.

A Polish administrative step cannot rescue a missing document from Luxembourg. Before paying, check that the proof of purchase, foreign registration, any deregistration confirmation and technical documentation form a continuous chain for a single VIN.

Red flags in a small market

The seller wants to report the sale only after Polish registration, without a written agreement. The export certificate is not ready. The car belongs to a leasing company. The registration document is only a copy. Or the low mileage does not match the wear. An offer in a small market may be attractive, but the same documentary discipline is still required.
