Buying a car in Belgium and importing it to Germany: Car-Pass, documents and transport

Before signing for a car from Belgium or transferring money, compare the vehicle identification number (VIN), check the seller's authority to sell and request a current Car-Pass. Then compare the history with the car's actual condition. Also establish which original documents you will receive, how the car will reach Germany and whether the documents meet your registration authority's requirements.

This guide covers a used passenger car registered in Belgium at the time of sale. You are buying as a private individual, live in Germany and intend to register the vehicle there. An imported vehicle merely advertised in Belgium but not yet registered there is a different case. The location in the advert is not the only decisive factor.

When must the seller provide a Car-Pass?

For the sale described here, both a dealer and a private seller must give you a Car-Pass. It must be no more than two months old and must be available no later than when the contract is concluded. Both parties' acceptance of an order form may already create the purchase contract. Do not therefore leave the check until collection day. The Belgian Federal Public Service Economy explains this.

The exception for professional buyers does not apply to you as a private individual. “For export only” is also no reason to withhold the document in this situation. The Car-Pass operator explicitly confirms the obligation towards foreign private buyers too. Check the VIN, issue date and mileage before entering into the contract.

What does the Car-Pass prove, and what remains unresolved?

The Car-Pass shows reported odometer readings and dates. It also contains vehicle data and, where available or relevant, information such as emissions, outstanding recalls and a required post-accident inspection. It does not prove that the car is accident-free. The reported data does not tell you whether a repair was carried out properly or whether the gearbox works perfectly today. You must consider the Car-Pass contents separately from an assessment of the vehicle's condition.

Open the digital version too: documented maintenance work is accessible there, not on the paper printout. The operator's authenticity check lets you verify the document using its identification number. If the online view and document differ, resolve this before buying.

Compare the mileage sequence with invoices and the odometer. A decrease or long gap needs an explanation, but is not automatically proof of tampering. If the car was used abroad before Belgian registration, that period may be less well documented. Compare first use with first Belgian registration; missing earlier history remains unresolved. What should you inspect before paying?

First check that the VIN on the car matches the documents and establish who is signing the contract. If someone is acting on another person's behalf, request evidence of authority to sell. If a bank or leasing company has rights over the vehicle, request proof of release for sale. A Car-Pass does not replace these checks. Record the seller's status, known damage, promised characteristics and documents supplied in writing. Living in Germany does not automatically make every German warranty rule applicable. Bodywork, underbody and powertrain

Arrange underbody access, preferably on a lift. Have repair traces, corrosion, leaks, brakes, tyres and suspension examined. Paint measurements form part of an overall assessment of the panel, material and repair traces; a single reading is not a universal verdict on accident history. Also inspect the engine or drive system, gearbox and equipment. Findings should be documented with photographs and a description. Our vehicle inspection scope provides an overview.

Test drive, diagnostics and remaining limitations

Establish beforehand whether a legally permitted, insured test drive and diagnostics are possible. A fault code is not yet a repair quotation; an empty fault-memory query does not prove a defect-free condition. Without a test drive, driving characteristics remain unchecked; without adequate access, parts of the underbody remain unchecked. The report must explicitly state such limitations. A passed statutory roadworthiness inspection also does not replace a pre-purchase assessment of condition, as TÜV NORD explains.

Our recommendation: do not make further payments or set off while identity, authority to sell, essential documents or a serious technical finding remain unresolved. This condition inspection is a recommendation for your purchase decision, not a general legal obligation.

Which originals do you need for export?

DIV requires original documents for Belgian X registration. These include the last registration certificate, purchase contract or invoice, proof of insurance and your valid foreign identity card or passport. If it does not show your address, you need current proof of residence; an official translation may be necessary. For a lost or stolen registration certificate, DIV specifies a particular police document. A copy or a promise to “send it later” is insufficient. The technical inspection for this application depends on the vehicle's age and the validity of existing evidence: if the car remains under four years old until X registration expires, no inspection is required for this application. For older vehicles, the required inspection evidence must remain valid until X registration expires. If validity is insufficient, the car must visit an inspection station. If it turns four during the registration period, establish the inspection requirement with DIV beforehand. These X registration rules do not provide an exception to German registration requirements.

Also request all issued parts of the vehicle documents, any technical inspection reports, a COC or suitable manufacturer data, and service records. A police document accepted by DIV does not guarantee acceptance as a replacement by the German registration authority. Resolve document gaps with your registration authority before buying.

Who can use a Belgian X plate?

As a buyer whose main residence is abroad, you can apply for export registration if you meet DIV's conditions. The relevant category here covers people who are not entered in the Belgian national or waiting register and have bought the vehicle in Belgium for export. The X plate is usually valid for 30 calendar days and is automatically deregistered on expiry. Proof of insurance is required; not every insurer offers short-term cover. Submit the application to DIV in Brussels, through an authorised representative if necessary. The form also requires a Belgian contact address. Belgian Mobility gives the details.

Before collection, coordinate plates, registration, technical roadworthiness and insurance for the entire journey to Germany, including recognition of the documents in any transit countries. Do not assume the seller's plates or policy will suffice. If driving or registration cannot be secured in time, arrange transport on a trailer or car transporter. At handover, record the date, time, mileage, keys and documents. The seller should also establish whether they will reuse their existing Belgian plate or deregister it under the DIV procedure. This is separate from your X registration.

Your checklist before purchase and collection

Use the six questions as a shared checklist for the seller, inspector and registration authority. “Evidence reviewed” means only that you have looked at the documents. It confirms neither their validity nor the vehicle's condition.

How do you prepare for costs and registration in Germany?

Which taxes apply when buying a used car in the EU?

For VAT purposes, a car is used only when it has travelled more than 6,000 kilometres and delivery takes place more than six months after first registration. Exactly 6,000 kilometres or no more than six months is insufficient: it is then new for tax purposes. Your Europe explains the threshold; the German rule is in section 1b UStG.

An ordinary purchase of a car from Belgium that is used for tax purposes incurs no customs duty. Moving it to Germany does not trigger additional German VAT for you as a private buyer. A private sale is not subject to VAT; a dealer's invoice depends on the tax regime, possibly margin taxation. Export therefore does not automatically mean a net-price purchase. For a vehicle that is new for tax purposes, acquisition taxation applies in the destination country. In that case, establish declaration and payment with your tax office in advance rather than waiting until after registration. The basis is the EU rules for private car buyers.

What does the German registration authority need?

Have the document package checked for the specific vehicle before buying. As a local example, Berlin generally requires original papers, proof of purchase, proof of identity, electronic insurance confirmation (eVB), a SEPA mandate for vehicle tax and technical data. For type-approved vehicles, a COC or manufacturer data confirmation can provide that data. A missing COC therefore does not automatically mean an individual approval inspection; without type approval, however, an expert report under section 21 StVZO is required.

Also establish the required inspection evidence. A Belgian inspection report is neither worthless merely because it is foreign nor automatically sufficient. A young car may not yet be due for an HU inspection; Berlin generally specifies three years from first registration. A three-year-old car may therefore qualify for the Belgian X exception while still needing inspection evidence in Germany. Berlin also notes that its notification to the country of origin does not guarantee automatic deregistration there. Do not rely on German registration to complete outstanding Belgian steps. How do you calculate the total cost?

Include the purchase price agreed in writing, the pre-purchase inspection, travel and transfer or transport, X registration and insurance if collecting by road, required documents, a possible HU inspection or expert assessment, and German registration including plates. Add documented repairs and ongoing insurance and vehicle-tax costs. Obtain specific quotations: an as-yet unknown item is not a zero amount. Does a private German buyer need a Car-Pass?
