Buying a car in Sweden and importing it to Germany

Check Swedish vehicle documents, outstanding vehicle debts and condition, and coordinate export registration, insurance and transport to Germany.

Before paying, check the vehicle's identity, authority to sell, history and present condition. Also have the seller show you the vehicle-related debts live. Only then agree on price, handover and the route to Germany: with suitable Swedish export registration and insurance, or on a transporter.

This process covers a used car registered in Sweden which you buy as a private individual resident in Germany and intend to register there. Resolve the Swedish export documents and German registration papers together before sending originals to an authority.

Which documents do you need before buying?

Request the current Swedish registreringsbevis, parts 1 and 2. Part 1 includes technical information and leasing details; part 2 names the registered owner and is used for a change of ownership or deregistration. When a replacement document is issued, the previous version becomes invalid. Compare the vehicle identification number, or VIN, on the car with the documents. Check the seller's identity document and, in cases involving a representative, leasing or financing, their authority to sell as well. Transportstyrelsen: registration certificates.

Compare odometer readings with inspection reports, maintenance invoices and repair records. Ask about earlier countries of registration: a Swedish sale location does not establish an exclusively Swedish history. Missing entries do not prove an accident-free history.

Record the price and currency, mileage, known damage, supplied documents and handover in the contract. Establish whether you are buying privately or from a dealer and which law applies. Can vehicle debts affect the buyer?

You do not automatically become personally liable for the previous owner's debts. The car can nevertheless be affected. Certain unpaid vehicle taxes, congestion and infrastructure charges, and public-law parking penalties can, under the relevant conditions, result in a prohibition on use or enforcement against the vehicle by Kronofogden. Payment liability generally remains with the original debtor; a new owner may still lose the car. Therefore check debts and any användningsförbud, or prohibition on use, before paying. How do you check the debt balance?

Open the Fordonets skulder service together with the seller. The seller logs in with their electronic identity or the vehicle's authorisation code. Have them show the current status, not just an older screenshot.

Even an empty display is not a complete all-clear: some claims are recorded with a delay. Ask about charges not yet posted and request evidence for claimed payments. If a debt has already been referred to Kronofogden, also establish any additional costs there that Transportstyrelsen cannot show in full. What should be inspected before you pay?

A passed technical inspection does not replace a pre-purchase inspection. It answers different questions from an assessment of wear, repairs and overall condition. The additional inspection before buying is a recommendation, not a general legal requirement. TÜV NORD: AutoKaufCheck and the distinction from an HU.

Bodywork, underbody and powertrain

Arrange underbody access, preferably on a lift. Have repair traces, structural areas, lines, brakes, tyres and powertrain examined. Photographs and an understandable report are more useful than a blanket “all good”. Paint measurements need context; a universal threshold proves neither accident-free condition nor damage.

Test drive, diagnostics and remaining limitations

Agree on a permitted, insured test drive and diagnostic access in advance. A fault code does not automatically identify repair costs; an empty fault memory does not confirm the absence of defects. For electric cars, battery values such as SoH, state of health, can be interpreted meaningfully only with the measurement method and vehicle model, not a universal pass threshold.

Pause payment and departure if identity or authority to sell remains unclear, an obstacle to transfer exists, essential documents are missing or a serious technical finding is unresolved. A lower price alone does not remove an unresolved risk.

What does temporary export registration require?

As a buyer permanently resident outside Sweden, you may apply for temporary registration; the seller simultaneously applies for deregistration. It is valid for one month from the registration decision, not from collection, and cannot be extended. The car must be exported within that month. Arrange a Swedish delivery address before travelling. The special plates, decision and new registration certificate will be sent there. Plan for postal delivery rather than immediate issue at a counter. You must carry the decision when driving. Instructions and application.

The application includes suitable proof of insurance, the current original part 2 with the seller's deregistration signature, and the previous Swedish number plates. Attach an inspection report if the necessary evidence is not already in the register. The last passed Swedish inspection must be no more than twelve months before the application. Relevant prohibitions on use or driving and inspection orders must not prevent approval. Also check the next inspection due date: a driving ban arising from an overdue inspection within one month after receipt of the complete application also prevents approval. How do you coordinate insurance and proof of export?

For export to Germany within 30 days of purchase in Sweden, a 30-day insurance certificate from Sweden or Germany may be used. If more than 30 days pass between purchase and export, the Swedish guide requires Swedish third-party liability insurance evidence for temporary registration. Have the appropriate export insurance certificate confirmed; do not plan solely around the eVB for later German registration. Transportstyrelsen: insurance conditions.

One month of registration is not the same as 30 days of insurance. The registration period starts with the decision; insurance cover starts on its agreed commencement date. Drive only once plates, registration, technical eligibility and insurance have been established for the entire route, including transit countries. Do not assume the seller's plates and insurance remain usable after sale or deregistration. An alternative is to transport the vehicle as a load. Transportstyrelsen: use abroad, ADAC: transfer.

Without temporary registration: prove that export actually occurred

For this deregistration, Transportstyrelsen requires a notification, proof of permanent export and the previous plates. For export to the EU/EEA, notification can use the form or a copy of both sides of the current part 2. The purchase contract or invoice alone does not prove export. Suitable evidence includes, for example, a copy of the German registration certificate or a professional carrier's confirmation that export to Germany has taken place. How do you prepare for costs and registration in Germany?

Which taxes apply when buying a used car in the EU?

For VAT purposes, the car is used only if, at delivery, it has travelled more than 6,000 kilometres and first registration was more than six months earlier. Exactly 6,000 kilometres or no more than six months triggers the tax rules for a new car, even if advertised as “used”.

In the ordinary EU case described here, no import customs duty applies. As a private buyer of a car that is used for tax purposes, you do not pay German VAT again merely because it is transferred. A dealer's invoice depends on their tax regime, possibly margin taxation; a net-price purchase is not automatically available. What does the registration authority need?

Before buying, have your responsible German registration authority assess the documents for the specific car. As a local example, Berlin lists the application, proof of identity, purchase contract or invoice, original foreign registration documents, eVB electronic insurance confirmation, a SEPA mandate for vehicle tax and technical data. For a type-approved vehicle, a COC document or manufacturer confirmation can provide that information.

The required evidence of a valid Hauptuntersuchung, HU, also applies, depending for example on the car's age. A Swedish inspection report is neither automatically sufficient nor automatically worthless. Establish its recognition beforehand. A missing COC does not necessarily mean an assessment under section 21 StVZO; lack of type approval is the decisive different case. How do you budget for the total cost?

Include the documented purchase amount, any currency exchange costs, vehicle inspection, collection or transport, any ferry and toll charges, documents and administration, any required HU or expert assessment, German registration, plates, insurance and specifically identified repairs. Request quotations instead of assuming a flat import cost. An unknown item remains unresolved; it is not zero. Frequently asked questions

Do I automatically become personally liable for the previous owner's debts?

No. Payment liability and enforcement against the vehicle must be distinguished. Certain unpaid claims can nevertheless put the purchased car at risk. Transportstyrelsen.

Is an empty debt balance always up to date?

No. Claims may appear with a delay. Check the status together with the seller and clarify pending entries or claims already referred for enforcement. Transportstyrelsen.

How long is Swedish temporary export registration valid?
